为贯彻落实党中央、国务院关于提升外籍人员来华工作便利度的决策部署，接人力资源和社会保障部印发2024年75号文《关于做好外国人工作许可证与社会保障卡融合集成工作的通知》，深圳市外国专家局将于2024年12月1日起实行该政策。现将有关工作通知如下：

一、办理工作许可

工作许可的申请、延期、变更和注销在外国人来华工作管理服务系统（以下简称来华工作系统）全程网上办理，外国人入境后无需再办理实体外国人工作许可证。已领取实体外国人工作许可证的，按照“不变不换”原则，待现有工作许可申请延期或变更时按照证卡融合集成新程序办理。

二、办理工作签证

外国人持《外国人工作许可通知》办理来华工作Z字签证，入境后无需申领工作许可证。

三、获取电子社保卡

外国人入境后，通过手机下载电子社保卡APP，使用姓名、工作许可号码或社会保障号码等信息注册登录，经实名、实人核验后，领取加载工作许可信息的电子社保卡。外国人申领实体社保卡后，电子社保卡向外国人提供标准服务。

四、办理居留证件

外国人持Z字签证入境后，持《外国人工作许可通知》或加载工作许可信息的电子社保卡前往工作地公安出入境部门办理有关居留证件，有关部门可通过信息系统直接核验，也可通过查看电子社保卡、扫描工作许可二维码等方式查询、获取外国人的工作许可信息。

In order to implement the decisions of the Central Government and State Council regarding the facilitation of foreign personnel working in China, and in accordance with the Ministry of Human Resources and Social Security's 2024 Document No. 75, "Notice on Integrating Foreign Work Permits with Social Security Cards," the Shenzhen Foreign Experts Bureau will begin implementing this policy starting December 1, 2024. The details are as follows:

1.Work Permit Application

Applications for work permits, extensions, changes, and cancellations will be processed online through the Foreign Work Management System (hereinafter referred to as the "Work System"). After entering China, foreign workers do not need to apply for a physical foreign work permit. For those who have already received a physical work permit, they will follow the new process for integration with the social security card when applying for extensions or changes.

2.Work Visa Application

Foreign workers should apply for a Z visa for work in China using the "Foreign Work Permit Notice." Upon entry, they do not need to apply for a separate work permit.

3.Electronic Social Security Card

After entering China, foreign workers can download the electronic social security card app on their mobile phones and register with their name, work permit number, or social security number. After real-name and real-person verification, they will receive an electronic social security card with work permit information. Once a physical social security card is obtained, the electronic card will provide standard services.

4.Residence Permit Application

After entering China on a Z visa, foreign workers can go to the local public security immigration department with the "Foreign Work Permit Notice" or the electronic social security card containing work permit information to apply for residence permits. The authorities will verify the information directly through the system or by scanning the QR code on the work permit or electronic social security card.

Yes, it can still be used. The integration only affects foreign work permit applications for stays of more than 90 days (which can no longer be processed in parallel).

3 卡证融合操作系统有哪些变化？

(2)删除外国人来华工作许可变更及补遗中发布遗失公告和外国人来华工作许可补遗环节;

(3)删除外国人来华工作许可注销中工作许可通知注销业务。

What changes have occurred in the system after the integration?

(2) The process of issuing lost notices for foreign work permits and additional steps in work permit amendments have been removed.

(3) The cancellation of work permits is now handled differently, with the cancellation of the work permit notification process eliminated.

4 业务流程是否发生变化？

答：是，主要受影响境外许可业务，境外许可业务取消入境后流程，境外许可业务结束后直接发放《中华人民共和国外国人来华工作许可通知》，单位可自行在申报系统中下载此文件，待申请人入境后扫描《中华人民共和国外国人来华工作许可通知》文件上二维码自行注册领取电子工作许可。办理工作类居留许可时需携带境外工作许可所有材料原件至外专局窗口验材料原件，材料不齐将不予受理。办理地址：深圳市福田区福中三路市民中心行政服务大厅东厅 50号窗口，咨询电话：0755-88121678。其他业务类型不受影响。

答：对于持有尚未到期实体证卡的外国人，用人单位可在申报端的【换发电子证照】功能菜单处进行提交操作。提交完成后，相关审批机关将对其进行审批。审批通过后，注册领取加载工作许可信息的电子社保卡。

10 卡证融合申请境外工作许可（90日以上）对合同是否有特殊要求？

答：是，申请境外工作许可（90日以上）业务的，应提供中文合同（包括跨国公司派遣函），应当包括甲乙方信息、工作地点、工作内容、薪酬、来华工作时间、职位、盖章页（签字）必要内容。由申请人签名并加盖单位公章。（注意：①合同生效日必须在提交申请90天内，②境外工作许可申请后合同信息无法修改，申请人入境后如需修改合同起止日期需注销后重新办理）

Are there special requirements for the contract when applying for an overseas work permit (90 days or more)?

Yes, when applying for an overseas work permit (90 days or more), the applicant must provide a Chinese-language contract (including a multinational company dispatch letter) that includes information on both parties, work location, job description, salary, work duration in China, position, and a stamped/signature page. The contract must be signed by the applicant and stamped by the employer.

(Note: The contract’s effective date must be within 90 days of the application submission, and once submitted, the contract details cannot be changed. If changes are needed after entry, the contract must be canceled and reprocessed.)

11 卡证融合申请外国人来华工作许可对照片是否有特殊要求：

答：是，需提供申请人6个月内正面免冠照片，白色背景，无边框，面部特征完整，图像清晰，无斑点、瑕疵、印墨缺陷。只接受JPG图像，不大于1M，所提交图像的尺寸不得小于354x472像素。照片需符合ICAO 9303国际民航组织标准。(建议参照社保卡照片标准)

Are there special photo requirements for the "Foreign Work Permit" application?

Yes, the applicant must submit a recent (within six months) front-facing, bare-headed photo with a white background, no border, clear facial features, and no blemishes or defects. The photo must be in JPG format, no larger than 1MB, and at least 354x472 pixels in size. The photo should comply with the ICAO 9303 standard (it is recommended to follow the social security card photo standards

12 因超龄人员无法购买社保，卡证融合后超龄人员是否可以正常领取电子工作许可证？

14 换发电子证照是否需要回收旧卡？

答：不需要。

15 换发电子证照需要哪些材料？

答：申请表，原工作许可证。（此业务可不见面审批，需附不见面审批承诺书）

16 许可通知注销业务如何操作？

答：12月1号之前获批许可通知注销需单位写申请加盖单位公章交至外专局窗口线下操作注销；12月1号之后获批许可通知直接点击工作许可证注销按钮线上申请注销。

How should the cancellation of the work permit notification be processed?

For cancellations approved before December 1, the employer must submit a written request with the company stamp to the Foreign Experts Bureau for offline cancellation. After December 1, the cancellation can be processed directly online by clicking the "Work Permit Cancellation" button.

18 证卡融合集成后来华工作的外国人是否有必要注册领取加载工作许可信息的电子社保卡?

答：证卡融合集成后，外国人在办理工作居留许可证时需要提供有效期内的《外国人工作许可通知》或电子社保卡中的工作许可信息查询页，同时外国人持电子社保卡可以享受社保卡的“一卡通”服务，因此，外国人有必要领取电子社保卡。

19 单位在注册外国人来华工作管理服务系统提示“验证失败，根据统一社会信用代码未查询到信息”是什么原因？

答：可能存在情况：

(1)单位填写信息有误（让单位检查填写信息）；

(2)单位地方工商信息没有推送至国家监管总局，需要联系地方工商管理局处理

Why does the system display "Verification Failed, no information found based on the unified social credit code" when registering the employer?

Possible reasons:

(1) The employer has entered incorrect information (check the submitted details).

(2) The local business information has not been sent to the national regulatory authority, and the employer needs to contact the local business administration.
