（二）申请条件Application Conditions

申请人在境外或持其他签证入境，但不符合境内申请外国人来华工作许可条件的申请人。Applicants who are overseas or holding other visas upon entry but do not meet the conditions for applying for a Foreigner's Work Permit within China.

（三）办理步骤Procedure

1.拟聘外国人在入境前申请外国人工作许可通知书（申请所材料请根据文件下载中人员类型不同下载对应的申请清单和附件）。

For intending to hire foreigners, apply for the Foreigner's Work Permit Notification Letter before their entry into China. Please download the corresponding application checklist and attachments based on the personnel type from the document download section.

2.拟聘外国人应在入境前获得《外国人工作许可通知》，凭《许可通知》前往中国驻外使、领馆申请办理职业签证（Z字签证），职业签证（Z字签证）适用于来中国任职或者就业的人员，通常为三个月一次入境有效，无停留期，入境之日起30日内必须在当地公安机关办理居留许可。

Intending to hire foreigners should obtain the Foreigner's Work Permit Notification Letter before entry. With the Notification Letter, they should apply for a Z visa (Employment Visa) at the Chinese Embassy or Consulate abroad. The Z visa is applicable to individuals employed or working in China, usually valid for single-entry within three months, with no specified duration of stay. Within 30 days from the date of entry, they must apply for a residence permit at the local Public Security Bureau.

3.拟聘外国人进入中国境内（深圳地区）后，向深圳市外国人工作主管部门申请办理《中华人民共和国外国人工作许可证》（以下简称《工作许可证》）；和申领工作类居留证件。办妥居留许可后，职业签证（Z字签证）作废，居留许可相当于多次入境签证。居留许可的有效时间由外国人工作许可有效期决定，一般最长为5年。

After entering China (Shenzhen area), intending to hire foreigners should apply for the "Foreigner's Work Permit of the People's Republic of China" (referred to as the "Work Permit") and apply for a work-type residence permit from the competent authority for foreigner's work in Shenzhen. Once the residence permit is obtained, the Z visa becomes invalid, and the residence permit serves as a multiple-entry visa. The validity period of the residence permit is determined by the validity period of the foreigner's work permit, generally up to 5 years.
